Hey ladies,
My guy has been enlisted for almost a year. He's a GSM 3 and has been working his fine butt off. He always shows up on time, even if he's sick. He knows so much about his job, and has three medals already. He is assertive with a take-charge attitude and an incredible work ethic. He has also been blue jacket of the quarter.:happy
My question is why didn't he get capped? :sadeyes Was it because he is currently on kp duty? Is it because he has only been enlisted for a year?
He was very upset about it :banghead , and I would like to know if anyone has any opinion as to why he got passed over? This is more for him than me. Just curious is all.

Sailors do get capped with out being on a ship.

The command only has a certain amount of slots available for capping. Its not that he was necessarily passed over but there were probably several other sailors that have put in more time, just as much work ethic, blah blah blah and it was their turn this time. Maybe next year or even the year after it will be his turn. Just dont let him get discouraged and give up just because he didnt make it the first time. Remember, there are LOTS of people fighting for those spots.

there are a lot of reasons for someone being capped. 1st off sounds like your db has no problem making rank so that probably means that his rate is fairly open. But again there are many reasons behind the decisions that they make even though we don't always agree with them.
My dh was up for capping at his last command. He busted his ass. It came down to between him and one other guy. The other guy was a corpman and dh is an MA. The other guy got it cause his chances of rank are smaller because of manning and they used the excuse that my dh walked around with just his brown tshirt on instead of with his blouse, even though it was a safety hazard. But as far as work ethics and such they were neck and neck. Had my dh been the corpman or a tougher rate he probably would have gotten it. That being said though they do NOT have to be on a SHIP maybe a deployed Command but my dh was at MSF Det 22 and not a ship

When a sailor gets promoted with out making it from the tests. Usually from E3-E6. Usually done around Christmas (or even at the Command Christmas party).

I feel ya. My guy was passed over last year too. He is the hardest working guy in his division and knows more than almost everyone combined. He got Junior Sailor of the Quarter last year and tons of other things. I can't tell you why they seem to pass over the guys who really deserve it (thats the navy for ya), but I have to say that my guy finally got capped last month, but the downer is it really didn't matter becasue he passed his advancement exam, and would have got his promotion that way. I do know that his command made him do a lot of volunteer work while they were on deployment. It boosted up his resume, so in addition to having a great work record it showed he was going above and beyond his call of duty as an IT. Hope it helps a little, but you never know in the Navy. They seem to do the silliest things.
