I dunno about navy fed specifically but I've had a credit union savings account since shortly after I was born. You probably need their ssn and maybe a birth certificate to open a savings account. Some places have special kids club programs for kids.

My kids have had a Navy Fed account for over 10 years now.
From what I remember, I just had to show their ID card, and at the time we deposited 5 into each account.

We opened one up for DD when we got her SS card (you need that to open it). I believe it's $5 to open. You get a little stuffed animal for a certain amount of money in the account, and another for doubling that amount, and another for doubling that amount - so a total of 3. All you have to do is fill out their online application- or go into a NFCU & open it up in person.
We've since changed to USAA as I believe they have a higher interest rate for kids.
