He may think that you want to stay in and by telling you to get out you would feel like he was being selfish. You need to talk to him openly about how you feel about it, and all the pros and cons. You can't get upset when all that he did was answer your question you know? It is important to consider his feelings but it is your decision. If you want out, get out!

As far as communication goes, tell him. Tell him you need more correspondence from him. I flat out told DH that I was going to stop emailing him if he never replied and that it was beginning to hurt my feelings. He still doesnt reply every time but he does more often.

He may just not want to hold you back. Even if he isn't he is trying to take the high road. But if you want out then get out! I know how frustrating the seperation can be. :hugs
