Photoshop CS2 or Elements is good.
If you want something of similar quality but free you should try Paint.net.
It's not the basic paint program, and you can find downloads for it by searching on google.
Elements runs at about $40-$60
CS2 is still up at around $90
There are photo manipulation tutorials on www.deviantart.com that would help you.

I took a few photoshop classes in college so I wanted it to just play around with my pictures. :) I love it!

It depends on where you get it and if you download it online which licensing you want. There's full and media, I think. Different prices for different uses.

I use CorelDRAW Photo-Paint X4 (actually I use the whole graphic suite, but I'm a crazy person)
