Why do some people have the ability to receive visitor messages and others do not?

Nope, I can't leave a visitor message for her at all. Not even under User Lists.

OP do you have your settings set so that only your friends can leave messages? Or perhaps so that no one can leave you messages? That might be one explanation.

Go there, look under Visitor Messages, make sure that the box is checked to allow visitor messaging. ;)
