Before I moved down to live with my mom, I asked her if any of her cats or the dog had fleas, she said she wasnt sure but she would treat them, and the carpet just in case.

Well I get here, ask her about it, and she hasnt done any of it. Now my cats have fleas.

Would it be wrong of me to ask her to pay for the flea meds?

I don't know how your mom is but if it were my mom, I wouldn't ask her. She'd just get defensive :dunno

Maybe you two could go work out some payment arrangement where all the pets could get treated together.
